Joong-Kyung Choi

Chairman of the Korean Institute of Certified Public Accountants / Former Minister of Knowledge Economy of South Korea

Amb. Joong-Kyung Choi is the president of the Korean Institute of Certified Public Accountants. He was elected to his current position in June 2016. Amb. Choi previously served as the Vice Minister of Strategy and Finance (MoSF), the Senior Secretary to the President for Economic Affairs at the Office of the President, and the Minister of Knowledge and Economy during the Lee Myung-bak administration, contributing to restructuring Korean financial institutions and improving Korea’s industrial competitiveness on the international stage.

He legislated for the current corporate governance scheme in 1997 in the national efforts to overcome the Asian Financial Crisis and implemented policies to improve monetary soundness, especially when it comes to foreign currency, as the Director of International Financial Institutions Division of MoSF. He also worked as Senior Visiting Fellow of Heritage Foundation during the 2013-2016 period. He also walked the successful career path in international affairs. He worked for the World Bank Group as the Executive Director and had been the Ambassador of the Republic of Korea to the Philippines for two years. Tapping his experience to develop and restructure a wide range of economic, financial and industrial system in Korea, he wrote a book titled Upside Down Success Story of Korea’s Economic Development, which became a text book for Korean government officers as well as ones from developing countries.

The KICPA was established in 1954 by what is now known as the CPA Act, with the purpose to heighten morality, improve or develop the functions of CPAs and instruct and supervise its members. Its role has since evolved to include a much wider scope of objectives and activities.

Its mission is to enhance the social value of CPAs. To this end, the KICPA performs the following:

  • serves as trusted and respected experts and improves the quality of our members’ professions in the field of accountancy, through providing supports in the areas of professional ethics, and in ensuring remuneration is commensurate to the services they offer;
  • contributes to the practice of a strong and transparent accountancy profession so as to enable the public to make economic decisions that are both rational and reasonable;
  • participates in the advancement of the nation’s economic credibility through proactive compliance with global standards as a competent member of the International Federation of Accountants and other international accountancy organizations.

The KICPA with over 19,000 members is dedicated to serving the public interest by strengthening the profession and promoting its social value in improving accounting transparency, thereby making Koreas to forge an economic powerhouse.

1997년도 외환위기 극복 과정에서 현행 기업지배구조를 입법했고,
이후 국제금융국장으로서 외환부문의 건전성을 제고하는 정책을 시행하였음.
이명박 정부에서 기획재정부차관, 대통령 경제수석, 지식경제부장관을 지내며
산업의 국제경쟁력 향상에 기여하였음.
2013~2016년까지 3년 간 미국 Heritage Foundation 방문연구위원(Senior Visiting Fellow)으로 활동했으며 2016.6월에 한국공인회계사회 회장(임기 2년)으로 선출되었음
